Many people say wearing a skull signifies rebellion, but from my perspective as a jewelry artist, I disagree.
I believe wearing skull jewelry, especially well-crafted ones, signifies a higher level of aesthetic, suggesting that the person has higher standards for themselves and various things in life. Simply put, this person is more outstanding.
From an artistic standpoint, painting human figures is one of the most challenging tasks in art. To accurately express a character's essence requires meticulous attention to detail and the surrounding environment. Creating a sophisticated piece of skull jewelry is as challenging as creating a character in art; it demands high aesthetic sense and attention to detail from the creator.
I think like attracts like, and birds of a feather flock together. People who like skull jewelry usually have the following characteristics:

Bolder in pursuing dreams. They are braver in doing and chasing what they like, not confined by the ordinary view.

Higher self-expectations. Skulls represent the deceased, but like humans, they are complex, have differences in beauty, and even gender and personality traits. Someone who appreciates such skull jewelry is not a simple person.

More open-minded. Beauty comes from and is above life; skulls are not frightening, rather they are the core beneath the human physical form. Why not accept and positively appreciate skulls?
